Local file spotify shows up but doesnt download

turn on 'download using cellular' in spotify settings on mobile. connect computer to phone using phone hotspot. download playlist with local files. Hope this works, check the firewall if it doesn't. I guess I wasn't clear enough. The NAME of the playlist is there, but the songs are not. Thus I cannot download them. If I create a playlist with 10 songs, 5 from Spotify and 5 local, only the 5 from Spotify will show up on my iPhone. (And the download option will be visible for those 5) To re-state what I said earlier. I'm on the same Wifi. WMP is selected in my preferences fbut the album does not show up in my local files. So I added the folder where it was impor. Try undowloading and downloading again. If you are using your phone to download local files, you have to download on your computer or laptop first and then download on your phone over the same wifi.
